I have purchased android version. But latency problem was dissapointing on my phone, so i decided to buy an ipad. Will it be possible for me to download the full version in ios, or do i have to pay again?

Unfortunately it's impossible to transfer purchases from the Google Play Store to the Apple App Store or vice versa.
